Quorum

I believe that the matter of Quorum should be changed, as given current activity it's kind of impossible from what I've seen. I don't know how this could be changed in terms of wording as I'm not a legal writer, but perhaps a simple majority would suffice on most matters of law passage.

That doesnt mean they are active it just means they have accounts and an admin masked them

The Speaker or delegate could start a notification PM including all congress members in game to try and achieve quorum

that would seem like the only reasonable way to achieve quorum. Every thread when posted is also posted to the congress pm in game.

Be so much easier to just use majority for in game votes, but whatever.
