That's why the money needs to be moved, so that we do not encourage a MTO.

Seems reasonable but i propose a small amendment.
Amend just the last 6 numbers. This is nothing but a small house keeping change to make the law even better.
I'm afraid that would be considered irresponsible by the taxpayers.

I also propose (serously) that the money once moved be kept on the monetary market so it can be seen by anyone who wishes at a ridiculous rate. 1cc = 2000 gold. It also keeps an individuals finances separate from the countries.
As a bonus someone might actually by a CC. i use to do this with tanks when I was holding them for an MU and once in a blue moon I actually sold one.
